Yup, 3A resembles more like Sleeper class in Bihar bound trains, especially in Summers.
In my opinion the Railways should not take the finding of this profitability report on just face value. They must determine why there isn't much demand for its AC2 Seats? In my opinion my just giving more coach space but keeping the service levels same as AC3 Railways are unable to justify the price difference. If there is a difference of say 30-35% between AC3 and AC2 then there must be an equally perceivable difference in service levels too. A person paying more will obviously expect better services, better food, cleanliness etc inside such coaches. This is a no brainer and can be learnt from the airline industry. Infact in premium category coaches of All Trains, Rajdhani like services must be provided. For e.g. Newspapers, piped music, WiFi, Gourmet Food etc should be included in the package.. Per this chart, the other classes GS / 3 Tier etc have even lrger losses. What is IR doing about those. Per this report it seems, its only profitable to run Garib Rath kind of Trains all over.
