Which (has been/will be) the best initiative by IR ?
Whether it is technological advancement, electrification, modernization or introduction of new trains, which seems most important to you and needs to be done first or is the best by far ?
(Excluding the DFC project)

Amongst the given options my preference list with comments is:
(1) Electrification- is important as it is likely to give huge financial benefits (low fuel expenditure) and lay a foundation for operation of SHS trains in near future. Electrification is highly desirable for speed of 160kmph and above. But supply of adequate E-locos in short time has to be ensured for its success.
(2) WAP-8 WAG10 the higher horsepower locomotives shall be useful, but they are not a path breaking initiative as regenerative ac-ac propulsion technology is already there in existing under manufacture
...
P and G class locos. WAG10 is more useful as IR plan to go for 30T axle load & much heavier freight trains where 12000 hp locos shsll be useful. But long term vision for pax train is SHST & HST using train sets rather than Loco & trailing coach configuration.
(3) Bogibeel/ Digha railbridges- are important from regional development/ strategic importance/ providing shorter route. For from railway point of view, these are capital intensive & loss making investments where the level of traffic hardly justify such heavy investments.
(4) Mumbai Metro projects if implemented properly may turn out to be "sanjeevani booty" for the creaking Mumbai intracity transport network and again provide the much needed vitality and growth to the city(MMR). About 30 lac people may use Mumbai Metro trains after completion. But at national level it is not that important.
(5) ATVMs and water vending machines are good step to facilitate paxs for their journeys.
(6) CNG train- lesser pollution and a bit cheaper fuel cost. But it has limited application in long run, as almost all BG routes are planned to be electrified in next 5-6 years. CNG trains may be better than diesel trains but are no better then their electric counterparts. CNG trains may be very usegul if run on the NG/MG hill railways of IR network.
(7) Nilgiri-Wifi project to provide WiFi services in 400 odd A,A1 stations on IR network is a good step to make Rly Stn a happening place where digital transactions, shopping, net-surfing etc could be performed and time spent waiting for train can be effectively utilised.
(8) Humsafar is not an achievement as it is a not so dear brother of Garib Rath. It would have been much better if it had ACII,SL coaches as well.
(9) Gatimaan- It has been touted as first SHS train of IR and may be considered as a precursor to SHS trains which are likely to operate in near future. Ek pal ki Khushi se zindagi nahin sanwarti, Running it at 160kmph on just a 150km stretch make it just a show piece. NZM-AGC is a bad destination, BCT-ADI, NDLS-CDG/LKO would have been a much better beginning of the Gatimaan.
(10) Tejas/Antyoday is just a pampered (No-Flexifare) version of Shatabdi- F. Charging higher base fares for just an improvement in pax ameneties, without matching increase in speed is not much appreciated by paxs.
(11) Connectivity to Katra-Nepal-Bhutan. Connectivity to Katra is not a big achievement, but direct connectivity to Srinagar shall be strategically very important and growth of tourism in Kashmir is of ultimate importance for its development. Nepal-Bhutan may improve trade and bilateral ties of India with these countries, but from IR point of view these projects in tough terrain are likely to be loss making ventures.
(12) 5 star lounges a good high end pax amenity which is mostly availed by high class paxs. But large number of pax. may never avail this paid facility.
(13) Third rajdhani to major is good but not a very big thing as running a LHB SK/GR behind each Raj with SL,ACIII,ACII coaches would have been a better option. Super patronage to Triweekly BDTS-NZM GR (Rajdhani timing) is a glowing example. However second/third rajdhani may run well patronized(70-80% occupancy) to give enough revenues, but with flexifare in use, it is wastage of resources. Empty berths in otherwisw well patronised Flexifare trains reminds of a situation where a fruit vendor is hell bent to sell fruits at 150% the reasonable price even if he throws away 30% of its unsold & spoilt fruits and remain contended that he would have earne same profits had he sold all of his the fruits at reasonable rates. This appears justified from his view, but it is bad economics and business, reasonabilty has to be there in the profit margins also.
