Yesterday Mahabodhi SF running 5 hour late overtook ShivGanga which was running about an hour late.
The late running SF are never given priority in NCR but still MB overtook the prioritized SF, Shivganga. Some say that the overtake is justified as 130 mps should overtake 110 mps train.
Other day ShivGanga overtook Mahabodhi when MB was running late and people say that out of slot train are bound to be overtaken in NCR specially by the SFs running on time.

There is actually no fix criteria
Different controllers follow different sort of style
Actually in congested section it is difficult to follow fix rules.
