Yesterday Mahabodhi SF running 5 hour late overtook ShivGanga which was running about an hour late.
The late running SF are never given priority in NCR but still MB overtook the prioritized SF, Shivganga. Some say that the overtake is justified as 130 mps should overtake 110 mps train.
Other day ShivGanga overtook Mahabodhi when MB was running late and people say that out of slot train are bound to be overtaken in NCR specially by the SFs running on time.

That's the only thing I want to say, nothing is guaranteed here. Kbhi bhi kuch ho skta hai, it all depends on controller mood
Last week I travelled in 12802, Puru was overtaken by WB Sampark kranti which was running 4 hour late in GC. I think GC has better management for these overtake based on halting pattern
