suburban rail fare structure do not allow investment on the critical infrastructure of the suburban stations.
1.Metro rail system should be developed in place of local trains in Mumbai.The fare should be revised immediately so that infrastructure up- gradation happens quickly.
2.If rail minister is from City of Mumbai,The fare is unlikely to be revised until it is forced by PM.So we can not expect much improvement.

Rightly said , poor policies had resulted in the dilapidated railway infrastructure
(1) Impractically low second classes fare including suburban rail fare
(2) Penchant of Govts/ RMs to misuse rail funds to pamper a city/state through loss making rail line projects, trains, pax amenities and other facilities like unwanted workshops, factories etc instead of using the funds to repair/replace/maintain/augment the rail infrastructure/trains.
