Even this Harihara-Kotturu line was opened due to his effort else it would have just continued as it is.... just for Freights. Here is another person with news about HPT passenger demands click here

1 high power line takes at least 1 year to shift in various formalities to complete. If there are multiple power lines then it would face heavy delay

High power lines are all over the rail lines. Just height will be raised with new poles being erected. Freight is running on this section already. Just station buildings and PFs need to be re-built. That is not done, so using high power lines as an excuse. See point iii - the real reason.
For freight railway are not bothered even if there are high power lines because in freight passenger don't travel.
