anyone can inform me regarding booking proceedure of waiting room at CST in advance

There is no provision for booking in waiting rooms. Anybody with a ticket can go and wait there. If you are referring to Retiring Rooms/Dormitories at stations, these are available on First-Come-First-Serve basis and generally there is no scope for advance booking.
