I have read your posting very carefully. I think you should have taken up the matter very seriously instead of giving up, by approaching the higher authorities.
Note that TDR can be filed upto to particular limits. The TTE ticking the ticket does not mean anything, because the collation of who travelled or not is fed into the system at a later date. Therefore, if you filed the TDR WITHIN the time specified, you have every reason to take it up with the higher authorities. If you have NOT done within the specified period after train departure, THEN you have NO option to file a complaint.

test this, my ticket was not at all checked on 21st March. No TT came. I simply phoned my cousin from on board within two hours of departure, and asked him to file the TDR.. I was refunded the money, because even after I disembarked within the 3 hours of journey, my ticket was not ticked, and I forwarded the ticket (scanned copy) duly signed by the Station Master at the originating point ! YES I WROTE BACK TO IRCTC TO CHECK THE JOURNEY DETAIL, AND REFUNDED THE MONEY TO IR.
