In the Commercial circular 59 of 2011, regarding the amendment of new tatkal scheme, The Third paragraph comes like this "No duplicate Tatkal tickets shall be issued.Duplicate Tatkal tickets shall be issued only in exceptional cases on payment of full fare including tatkal charges" Could you pls explain what are the 'exceptional cases' where we can go for a duplicate tatkal ticket?
