THN - JRU will be dedicated - that's a political function where just "dedication" is done.
In rail terms that means that it has been already commissioned and tomorrow being Sunday, politicians will dedicate it in front of the crowd.

Okay, now my doubt is cleared. I was thinking why only Tolahunse-Mayakonda and not till JRU..
No, for few kms track replacement was going where speed was only some 15kmph. Rest of the section my train was doing around 75kmph, but speedometer showed max as 87kmph. So assuming some errors, it may be 80 or 85kmph.
