Means not hog port but the port from where power is supplied to train see below two parallel ports.

No short circuiting. Many non HOG WAP-7 locos are manufactured in HOG shells, and later on HOG equipments are fitted by respective loco sheds. The visible burn marks are from welding, which was probably done to fit HOG ports.
