When a new train is introduced, then how it's coach composition is decided? I mean, how many AC, how many SL etc- who decides that and how is it decided?

mus be some survey like past bookings, response to specials etc
It is done by the zonal railways based on the route density, demand type, passenger demant chart and so on.
