goods train with e loco done but still no mail/exp/passenger train with e loco why?

then how the goods train was allowed to run from katihar to njp on e loco?
CRS done doesn't mean crs approval and everything fine.
No coaching train can operate without CRS approval.
However freight train can be operated.
In fact there will be No CRS for DFCs.
