Yeah but CLW still ships some locos with HOG and prime example would be the HWH P5s that were just allotted are not HOG...
Yeah they can but I don't think they will do a research on P4 as they have already done to many upgrade on that loco from it's P1 days so right now 3 Phasers are only option...
That is not a problem unless someone literally pours a bucket of water on the connections. With typical drizzling, the danger of a short-circuit is practically zero.
The HOG system is switched on only after the connections are made and verified. So, there is no danger of electrocution during the connection. The connectors are also certified to be water proof, so some amount drizzling is not an issue.

30678 and 30679 are not converted. Still in HOG shell. 30630 and 30680 were converted to HOG.
