Let us go by my example. If CNO surrenders the vacant quota to the originating station a day before, then at the time of charting it could be given to an end-end passenger on the WL. So you are right, his name should figure against an OS berth. But needs to be confirmed sometime.
Sometimes, Railway people could get the OS quota surrendered earlier, so that it can be given to a high WL of their choice. I doubt it happens, but a possibility nevertheless. But frankly, I have very little interest in finding this out

So planning to make use of it, generally i travel by 12301/12302 HWH-NDLS rajdhani express which generally has huge waitlisting.It would be nice of members who could tell me about OS quota in this train and related station from which it can be achieved.
Let others tell you. Which is the station/remote location you feel may have OS. I feel considering the wide proliferation of PRS on the route, there will not be an OS. This is just a feeling, let others give you the on the spot realistic information
