and from where they will find laborers to work with. ? There is scare in daily wage workers also to return back home

No passenger trains operating now, labourers cannot go back now
Even if they stay back;, for paper work, tender fund remittance, contract transfer , it will take another 3-4 days. Then contractor will have to ensure labour attendance on pre- fixed days.. As in these days, every one of them would be looking for a job nearer to their place of stay in the city and that is less physically demanding.
Yeah, small repair work may be carried out. But NI work, not possible.
