Should for at least next 2-3 months, railways should stop issuing RAC/WL tickets in all reserved classes in order to maintain some distancing among passenger, reducing the virus infection chances.( There might be revenue loss as seats go vacant later on in poorly quota allocated trains)
For this the miscellaneous quota berths/seats which are allotted to RAC/WL passengers need to be curtailed. If there are no RAC/WL tickets, these berts shall go vacant.
Wahi to likha hoon upar...some seats will definitely go vacant.. Railways will need to choose its priorities.

I feel train should run with just 100% occupancy with no extra paxs which cause crowding.
Exact 100% occupancy(not less not more)will be difficult to achieve unless quota allocation of large no of trains is altered depending up on their past occupancy which is not possible in this short period.
Even done then also no guarantee, either there will be vacancy or some overcrowding. A choice needs to be made by admin
