So who is taking the money, the State government from where these labourers belong or the government which is sending them off?

People bought tickets from journey commencing station. A ticket is also available in IRI for ST BAM. After massive protest and back slash it was decided GoI will pay 85% of the fare and 15% by the State Government.
so is the govt actually paying or the ground reality is completely different?
