Earlier it was expected that AC economy's fare would be fixed around 30-40 % less than that of a normal AC 3 tier coach but currently the difference is almost insignificant.
It's nothing but an attempt to make a fool out of passengers especially middle class ones, pay the same as that of a normal AC 3 tier but travel in a cramped up AC Economy.
