I think this ROR is planned to connect DL of Mainline with BKP RGD line... Without crossing at BKP
.
Yard plan of Karnauti also shows ROR (yellow) along with surface triangle

Paimar-Bandhua ke bich koi train nahi hai to bhi double Y-leg
Karnauti-BKPL ke bich bhi koi train nahi to bhi double hone ko hai (RGD HWH will continue to LR if it resumes)
Karota Patner-Mankatha ke bich bhi train nahi hai par wo bhi ban Raha
