They r " officers " or may be any high ranking railway employees preferring flights over trains. They themselves gets pass for traveling in higher classes like ac first class & now they r transforming Railways in the same way.

Do you know how much loss railway suffer in two-three years and how much loss railway suffers from passenger trains ?
This decision is for all considering equality.its not dhamki it's a warning that you may face in any trouble if you spoke openly in ruling government.This decision is for all rich or poor and not all trains will run semi ac.Fares will be justified considering Poor's surely.You should upgrade from sleeper class to AC as future will be not sleeper this is what government trying to say.many old railway policy had made India suffer only,one was that lalu garib rath,than Mamta didi etc in Congress.
