some where i seen , trains with 3E coaches not fit for 130 kmph, is it correct ?
That issue was in SCR which is sorted out now , I don't think it will happen in SR as well, fingers crossed.
Yes. I guess it will be sorted soon as many trains will get 3E in future
As usual SR has not given effective date. They will also say x minutes can be reduced but will not do it in practical sense.
