In Mumbai - Pune stretch.
Mumbai CSMT - Kalyan: Very highly saturated. So CR has no plan to increase its MPS from 100 to 130kmph. They should instead try to decrease PSR on this section. There are more than 6 - 7 PSR in just 54km (Thane, Ghatkopar, Sion, etc) Its more realistic to reduce them.

Kalyan - Karjat section.

limit is currently 105kmph. CR can increase its MPS to 130kmph but will be hard work for them. Local trains are frequent here so long distance trains are currently tailgating local trains. For 130kmph, need 4 tracks between Kalyan - Karjat. Only after than 130kmph is possible.

Karjat - Lonavala section.
Ghat section. 1 in 37m steep gradient. Top speed 55 - 60kmph along with 3 - 4 track changes (30kmph) while declining. Can't really do much because for safety reason. But should make sure this 28km must be done within 30minutes anyhow.

Lonavala - Pune section.
Relatively easy for CR than other sections. Falls under Pune division. Double distant signalling done for 58km out of 64km. Trains are currently okay okay saturated in this section. So 130kmph would save few minutes. Currently for high priority trains, take 48 - 50min and others take 55min. Can save 5 - 10 minutes if 130kmph. Also Pune outer needs to be upgraded. Currently limit is just 10kmph. So takes 6 - 7 minutes from Shivajinagar to Pune/and vice versa for just 2km. Even 30kmph upgrade will reduce 2 minutes.

Trains run even at 160 kmph within Delhi NCR territory which is saturated too. Though Degree of traffic can't be compared to Mumbai..
But CR can really try to increase the speed of fast locals and intercity trains to 130 kmph atleast by adding new lines within the Mumbai territory ..

Trains run at 160kmph from Tughlakabad mostly. And the traffic isn't as saturated as Mumbai. There is literally 1 local train every 3 to 5 min on each track. Local trains stops at various stops too so long distance have least chances of MPS.
Also, the track you mentioned is quadrapled
