My possible reasons could be:
1. The number of passengers may have decreased due to better roads and infrastructure in the states. Some routes have been discontinued after the pandemic.
2. People can afford reservations now and prefer them.
3. The reduction in unreserved and sleeper class compartments in trains has led to a loss of passengers.
4. There haven't been many new trains introduced, unlike in the past when the Railway Board was present. I can't recall any daily superfast trains introduced in the Southern Region after the Railway Board was abolished.
5. Zones need to improve their efficiency by optimizing their operations. Except for the North Central Region and West Central Region, I don't see any other zone putting much effort into improving operations despite upgrading infrastructure to handle more load. The worst part is that punctuality has worsened.
