I can't able to understand this situation. Now Gurugram is also known as "Millenium City". The city has evolved as a future for industrial and financial developments during recent times. The city has received massive investments in the past decade to enhance road infrastructure, construction of residential areas and exclusive business venues. Many international MNCs have their Headquarters hete. Also property rates have been Skyrocketed here going to Crores of rupees. But inspite of this, still NR is not interested in developing this railway section as a terminal and on improving MPS on Delhi Rewari section. They can run EMU locals between Delhi and Rewari to earn passenger income . Also still now some important trains were skipping Gurgaon like

The Gurgaon station doesnt have enough space to be developed as a terminal. And the trains that you have mentioned probably wont affect railways as much in terms of revenue. And if you think from passengers point of view, it probably donot effect them much. See a lot of expansion of Gurgaon has happened on the other side of national highway and the railway station is on the opposite side. Hence, for all those millennials, taking a train from New Delhi or Gurgaon is almost similar. For north/east bound trains, one might choose New Delhi over Gurgaon given more options and lesser travel time.

The Gurgaon station, however, should be renovated given it gives decent patronage to Rajdhani, Sht and VB and other Rajasthan/Haryana bound SF trains. However, given the space crunch in the area, it does not seem straight forward.
