We might have noticed red boards on the OHE poles with message-"Caution- Unwired turnouts. Bina taar ke vishakhan (hindi)"

that means the turnouts(usually track deviating and terminating in a few meters) do not have OHE above them..
Unwired turnout normally refers to a side/loop line in a railway junction that does not have over head electric traction, though the main line has traction. So the driver has to be exercise caution during any loose shunting exercise. Normally shunters are diesel units though and not all wagons are to be loose shunted.
