3) Give contract to some private IT company to maintain online bookings.

By which only he can book tickets. Railway will maintain its profile.
Not more than 10 booking allows in month.
5) Cancellation charge will half of original fare.
6)Convert some duranto into AC expresses.
7) No more new trains till 2-3 years.
Find the reasons for trains getting late.
Take action on that and make all trains on times in 2-3 years than only start a new train.
8) Make new catering division. Stop all catering contract. Give the better food and service. Start to give lunch and dinner in all trains wid ticket fare( Optional).
9) Make Indian Rail free from
Political party.( Like : Election Commision.)
10) Hike fare prices in SL class.

The reason for induction of such ICE EMU sets is not bcoz of speed factor but their ability to accelerate and decelerate quicker and sustain high speed throughout bcoz unlike our system where electricity is distributed by loco, In EMU sets it is distributed throughout....
Thus an ICE EMU train set can cover distance between BCT ADI in about 6 hours as compared to 6.45 hours by Shatabdi.....

Faster acceleration will also give quicker right of way to other trains ...

Furthermore, these Locos i.e. WAPs can be used for other trains......shortage of locos can be managed easily....

If I was a Railway Minister i Would Make the Following Changes.
1) Decreasing The availability of reservation From 120 Days to 60 Days and Running a MEMU/EMU Services with 2 important cities of distance less than 200 km For every 2 hrs. Starting a MEMU/EMU Service During late nights.

1 iwould introduce well maintained clean hygienic toilets in all trains. And handover it's maintenance to a single private Company throughout the country .
2. Handing over catering services to named and famed catereers as some airlines use.
3. Ask some of our iitians to work on anti fog devices .
