Why only E-ticket holders are required to show their identity card?

Atul ji,
A lengthy discussion has already been in place.
If ID requirement is not there, how one will carry and be able to show when 2 claimants are there. Every body will say that it was not prescribed and hence he/she did not carry. Another thing is that ID is not required only during journey, an E ticket can be checked...
