If a person is holding a confirmed ticket and is unable to travel, then the ticket can be transferred to his/her family members including father, mother, brother, sister, son, daughter, husband or wife. For transfer of ticket, an application must be submitted atleast 24 hours in advance of the scheduled departure of the train.
In addition to this, tickets can also be transferred to another government servant travelling on duty, atleast 24 hours in advance of the scheduled departure of the train.
Tickets can also be transferred to other students of recognized educational institutions when the principal or head makes a request atleast 48 hours in advance of the scheduled departure of the train.
Railway tickets can also be transferred to other members of the marriage party, if the head of such a party makes a request atleast 48 hours in advance of the scheduled departure of the train. It can be transferred to other cadets of NCC, if the head of the group makes a request atleast 24 hours in advance of the scheduled departure of the train. Such changes can be made only once - if the request does not exceed 10 per cent of the total number of group members.
The person who wants to transfer the ticket must approach the station manager/chief reservation supervisor and submit the application for the said purpose. He must also submit the photostat copy of the proof of his relationship with the person to whom the ticket would be transferred like ration card, voter I-Card, bank pass book etc. Further, proof of age is also required to be submitted with the application.
The station manager would then give the permission and changes made according to the application.
Generally, the reservation clerks do not have the access and privilege to make changes in confirmed tickets. The privilege has been given to a person of the rank of chief reservation supervisor who make changes and transfer the ticket in the name of transferee according to the details mentioned in the application. The chief reservation supervisor makes manual changes in the ticket and gives it to the passenger. The change is reflected in the reservation chart which is made when the person undertakes journey in the train. However, a new ticket is not issued.

TRANSFER/RESALE OF TICKETS PROHIBITED :
Under Section 142 of the Railways ACT, journey tickets including any half of a return ticket and season ticket are not transferable.
If any person not being a Railway Servant or an agent authorised in this behalf :
a.sells or attempts to sell any ticket or any half of a return ticket, or b.parts or attempts to part with the possession of a ticket against which reservation of a seat or a berth has been made or any half of a return ticket or season ticket. He shall be punishable under the Railways Act.
In addition, if the purchaser or holder of transferred ticket travels or attempts to travel therewith, he shall forfeit the ticket which he so purchased or obtained and shall be deemed to be traveling without a proper ticket.
