I have made tatkal ticket but nw the train is late by 10:30 Hrs & Chart is not prepared..Should i Cancel the ticket and wil i get the full Refund or Should i file TDR.plz help me

Grievance Description : Sir i had got the ticket booked from Kota to ahmedabad bearing PNR No:6716640887 in Tatkaal Quota, but as the train was more than 3 hours late i had to cancell the ticket, as such I filed for the same quoting this reason through IRCTC and as per rules if the train is more than 3 hours late then in tatkaal quota the refund is admissible, but unfortunately I have received the mail undermentioned mail saying the 'Ticket was not surrendered with in 3/6/12 Hours of Actual Dep of Train' . How is it possible to surrender a ticket with in 3/6/12 Hours of Actual Dep of Train when the train is more then 3 hours late and I had filed the claim much before the arrival of the train at Kota station ? I think action is not as per the rules and it needs to be reconsidered. I am pasting email of July 25.
