As per rules Mumbai Suburban trains are allowed to run upto 3 minutes before their scheduled departure timings at intermediate stations/halts. However, they can depart only at scheduled timings from Starting/Source Station....
Any such clause exists for other trains in IR elsewhere in India

But there are times when due to slack M/E trains arrive before time at a station n depart on time... Bcoz of this the route might get blocked....
