Predictors should be relieved on PNR, cleared from HO quota. Such PNRs should be not included in Predictor's Predict record accounts. Really gets very upset when the results of such PNRs are totally against you. If there will be an option of hypothesizing in such HO PNRs entry, then there is no problem, we will then in a position to give better or close results, such PNRs results. Otherwise the HO PNRs results should be kept away from the predictor's record calculation.
