Sabarmati is Satellite station of Ahmedabad so its still state capital ; What I mean is something to a diff destination like 75 or 80 kms away ; Its like Bandra vs mmct

Perhaps Madgaon can be considered, it technically being a different locality than Panjim. And the bunch of Dibrugarh Rajdhanis.
