Yesterday this train was having 200+ berths vacant in 3AC class. And as usual delayed by +3 hrs. This train demand is decreasing due to delay, and day time scheduled run. Why no one is accountable, and not taking any action.

You mean to say that this train should be taken by SER. You are absolutely right, but for current situation this TT is fine I think, simply if departing it with extra time can help this train to recover some delays. Well I am also planning a TT of 20816 as well. I will share its link on this post.
VSKP - TATA Express is running behind BBN - TATA Passenger and TATA - VSKP Express is running behind TATA - GUA MEMU Passenger. At least TATA - VSKP Express should leave TATA before TATA - GUA MEMU Passenger, if it cannot reach TATA before BBN - TATA Passenger.

In the return direction 13352-Allp-Dhn and 18190 ERS-Tata almost run one behind the other right from ERS till ROU with just 2 hrs difference....I think they can try the same in onward direction as well. Old TT of Tata-Allp, it used to reach Rourkela at 18:15. DHN-Allp is reaching around 7:45pm. There is a diff of 1.5 hrs. No harm in trying this option.

Operational reasons also places a vital role in change of the train TT FYI. When The opposite zone shows 0% interest in taking it's PM, it's obviously the operating zone's work, since it's daily conversion the train was never independent. 1 year when NS HYB exp is extended till LPI sabari was operated by HYB with 4 rakes where the rake has the lay-over of 23hrs for PM and 12 hrs lay-over at TVC. Then the train was short terminated to SC to save one rake. Now ya it's the time to atleast set it's TT now with this new terminal.

They will run via SC also. What's the point not running via SC when many trains gets terminated at Charlapalli. Morning trains need to terminate at Charlapalli. Also bypass SC with stop at bharatnagar which starts from LPI and SBC Raj can be bypassed it has very less quota.
Bharatnagar is a MMTS station and cannot accommodate 24 coach trains on PF. All passing trains in Secunderabad have quota of 200 berths combined and add another 50 in tatkal so atleast 250 board 250 deboard in SC station. Rajdhani express has a quota of 230 and around 300 travellers board and deboard, so no passing train should be diverted Only Konark express has less quota in SC.
I said quota for long distance train. Bharatnagar Or sanathnagar can be upgraded to accommodate 24 coacher. There is no other way to decogest SC with ur reducing load. MMTS with in city is more important.
Also to add cherlapally sanathnagar bypass has many level crossings
Why is such an important train always running late and being rescheduled every day? How can one plan their journey if duronto runs 9 hours late!
