North East Rajdhanis would give up immediately with these benchmarks. I think it should be based upon sectional speeds, like high altitude/single line sections having different benchmarks than double lines sections.
Exceptions may be introduced under certain circumstances. But more or less this criteria will definitely help people and Railways both.
This speed criteria should be removed completely, this is just colonial bureaucratic mindset of Indian Railways. No other railways in the world I have seen yet that uses avg speed as criteria for priority.
