I am an active user of indiarailinfo.com. I wish to portray a very peculiar case and at the same time seek advice from the expert panel here.
This is regarding refund of ticket with PNR 4458418703 (e-ticket), for which I had filed TDR on 02/02/2014 at 20:10 hrs. I had raised a query via email to IRCTC as to why the refund has not materialized yet. IRCTC has replied via email as follows:-

It is ridiculous that that IT Arm of Indian Railways, CRIS has reported that there was no delay of 16316-BANGALORE EXPRESS and that it has started from Kochuveli (KCVL) on 02/02/2014 at 16:50 hrs. Moreover, they have stated that TDR filing was late. I had filed the TDR at 20:10 on 02/02/2014 and the screenshot of TDR history from IRCTC is attached herewith as proof.
At 16:00 hrs itself, there was an announcement that there would be a delay by one hour in the train due to “technical” reasons. Soon afterwards, it came to light that the coach S14 was split into two as shown. The images attached herewith were clicked on my camera. The seat confirmed for me was S14, 46. There was no information on the status of the train even at 20:00 hrs. I called off my journey and filed TDR online at 20:10 hrs.
As per the newspaper reports on 03/02/2014, the train left from Kochuveli at 22:00 hrs after coach replacement. I had filed TDR at 20:10 hrs which is equivalent to “Three hours late and passenger not travelled”. The link to the report in The Hindu on 03/02/2014 is as follows:-
click here As per extant railway rules, I am eligible for refund as I'd filed the TDR within the specified time and stating that the train is 3 hours late. Actually it was 5h 10m late on 02/02/2014
