normally for handicapped people there are 2 quota seats for himself and accompanying person / escort..but if the quota is not available then handicapped person will he/she can be alloted any seats is it and will he still get the concession ...is it feasible handicapped people getting any seat other than lower or side lower ..?? how does it work ..?..
