The incremental speed shown is not the "average" speed between the halting stations, but the average speed between that station and the next "passing station". So, the figure 16 next to New Delhi means that the train travels at about 16km/h between New Delhi and Tilak Bridge, which is in fact, true.

However, yes, the perception is that the train has an average speed of 16 km/h between New Delhi & Kanpur. Some display adjustments will be done soon, to remove this ambiguity.
