In that case you will have no difficulty finding it. It is part of the New (SE Railway) administrative complex at Howrah Stn. The SER is that part of HWH after platform 15 (i.e. away from the first howrah bridge)

I think it is a retiring room inside the station. There is no online booking neither any advance bookings at HWH rail yatri niwas. They don't even call them retiring rooms. Rooms given on first come first serve basis. I think retiring rooms at HWH are in the old complex building.
