Yup.
The over intelligent guys of Rail Bhawan some how got a wired eureka idea to exploit their monopoly.
Each year to increase fare or even to decrease fare Parliament node is must but can't say how they able to implement this totally dark fare system .

Now one more point arises:
Suppose some berths or say some 50% berths remained vacant.
Now Railway says that passengers can book from boarding station as Current Reservation.
What will be fare than. Last booked price or Base price ?
