If I have a confirmed e-ticket and for any reason if the train is cancelled.... Is IR liable to refund the full amount or am I required to file a TDR within 3 hours?
Now I have been awaiting refund for a cancelled train and IRCTC is claiming that I have not filed a TDR within 3 hours as such I am not liable for refund.....Isn't this utter foolishness?

yes it is the stupid thing. When WL tickets getting cancelled after chart preparation . why cant they can cancel Tickets automatically when train is cancelled??
why cant they modify program that tickets should be cancelled automatically if the train is cancelled bcoz we cant use this ticket for any other train
may be because some trains are partially cancelled some diverted some fully cancelled some rescheduled. ..filing a tdr hardly takes few minutes anyways. ..
But Guess in Such cases if we miss TDR we can process for refund thru written requisition to the Chief Commercial Manager of the Zone but that to has some Time limits,they can't deny refund since train is cancelled due to their operational reasons.
when train is cancelled fully . Some guys who has important will look for another option immediately rather than thinking how to cancel .
