is it possible to get choice of lower or side lower berth at prs counter if irctc is not giving same?

Yes. And there is a better chance at PRS to get your preferred berth.
In PRS also they can give this only if it is available. And i guess, if it is not avaialble in IRCTC, it wont be avaialble at PRS also.
irctc is not giving choice of berth lower 80 seats are available in 3ac. can i get at prs?
I'll give you one example (but not surety):
I went to book for 12649 (BPL- NZM) on the day 1 of ARP. In the morning I saw it 52 available in SL class. I went to book at a PRS at the evening (as I took lesson from my previous experiences from IRCTC). When I reached the counter, it was down to available 42. I asked for SLB and got it.
