Any idea to get a tkt if the WL status of particular train is "regret WL"?
Someone assured me a EQ, but no tkt is left

no chance. HO or EQ is different quota. only VIPs can get seat in that quota.

Wht if the VIP wants to travel on that date? How will he obtain a tkt??

The booking will reopen to permit reservation for the concerned person or the passengers and will again close subsequently.
