how to book seat under lb quota, when general avlblty is showing regret. I mean seat is avlbl under lb quota. Is thr any way to book that lb ticket. can i book that ticket through prs??

I think you interpreted it wrongly. He is asking if we can book LB quota ticket even if you are not eligible.
BTW you can use quick book in IRCTC to book a LB quota ticket if its available. There is no need to go to an agent
