Can this type of tickets issued all over India . i.e seperate super fast ticket
At Dehri on sone i asked booking clerk for a super fast ticket for renukut , he issued me mail/express ticket . i asked him why he not issued me a super fast ticket even i demanded from him , later he issued me 2nd ticket and said keep both tickets .

This is not a separate SF Ticket. Only the SF Charges has been levied.
Most stations have this facility where passengers can convert their ticket from M/E to SF mostly when they miss their trains.

Can a seperate ticket issued at some other stations.
Like i took dli to mgs in m/e and since my train is running late , so at cnb i decided to make it s/f . Can at cnb the clerk will issue me separate s/f ticket , if i present my m/e ticket to him .
No change in train route.

If you are having an open ticket for the second leg of the journey, then yes.
For reserved tickets, you would need to meet the SM/Guard to get a reserved berth in any of the other trains.
