The present position as to upgradation from lower class to the upper class is that the passengers in Waiting List are given accomodation in the upper class. I had recently had an inquiry and I received the following reply.
"The Railways plans to upgrade reserved passengers to the higher classes (if there are vacant berth) through a computerised random selection process undertaken."
"With regard to your mail, we would like to inform you that it is not possible to convert the class from 3AC to 1AC through the net on your request or...

'2 level' upgradation is not for same passenger. Its for passengers in different class. If someone from 3AC is upgraded to 2AC, it creates a vacancy in 3AC. Then this vacancy can be filled in by upgrading passenger from SL class. This was '2 level' upgradation benefits SL class passengers.
This is a very very rare phenomenon. I am a frequent traveller and also have the frequent traveller card. But, i yet not upgraded nor i heard about anyone who is upgraded in my freind circle or family. So, better not to be greedy for these chances as you really cant expect it to happen in a country where the population is over 1.2 billion. Better, deserve for the services for which u paid. it is not necessasary to upgrade in one class above. I have seen many times of upgradation of passengers of 3ac to 1ac. we also discuss this matter last month in the blog forum.
I am creator of this Blog No.. Actually what I sought to know that whether the present practice of Upgrading 'WAITLISTED' passengers is going to be shifted to Upgradation of 'CONFIRMED' passengers ONLY... and that too in the ensuing Rly.Budget. Reply of The Railways to my inquiry [which gave birth to this blog] is clear. They are PLANNING something.!
