MPS is nothing without priority and clearance does.

in ALD Div. they decide priority based on MPS with few as exceptions Like this :D
Yes, no doubt Mahabodhi is a nice train but Shiv Ganga often gets more priority in NCR :)
Another reason could be Shiv Ganga running RT and Mahabodhi running late.
