i had make a proposal for indian railway to increase his earning.the details of project are as under.i require your openian or your comments or any improvement in the proposal.
1) This scheme should be launce in those trains only in which additional coach is attached on perment basis.
2) There are 72 seats in a coach. Out of which 18 are side birth. These seats should be providing for general quota. It means 54 passengers can use this 18 birth.

we have 56 births in our hand out of this 56 birth 28 births should be reserve for tatkal quota and remaining 28 births should be available for auction.
4) System - reservation of this births will maid trough railway website only and we will receive money as we are receiving money in internet reservation.
5) Pricing – the minimum fare will be as of tatkal. People will bid for the birth and the person how pay more will get the birth.
6) Cancellation -as per present rules of tatkal.
7) Booking – booking of this ticket will be open till 2 hors left from the scheduled departure of the train.
8) In the case of availability of birth –if this birth is not fell then births will be fell by waiting list of tatkal.
9) Cancellation – this ticket can be canceled as per cancellation rules.
10) Benefits- railway will generate extra revenue without increasing faire rate or without putting extra burden on large number of people traveling from railway.
11) Explanation – though this proposal looks harsh and unfriendly. But it is a most effective proposal.pleople buys rail tickets by giving 200 to 250 RS per ticket extra to agents and black marketing persons. Then railway should not have problem to put this extra income in his pocket and It will help in reducing black marketing of tickets because booking will be open till 2 hors left from the scheduled departure of train.
Railway use index system for deciding the rates of frigate goods. Then there is nothing wrong to auction some seats in a train containing 700 births.
In this proposal both railways and people will bet benefit.

What u proposed mainly is the auction which can only be done through the internet.
What % of Indian Railway users do really know to use the internet.
Can everybody understand it.
Railways are a public enterprise and they cant discriminate between rich and not so rich people.

think you get what I say.
The scheme which you proposed can work in airlines which has very simple origin destination structure and almost no concession policy. And actually this kind of auction was used in a few airline in the USA. I dont know if its still in use or not.
