I am not a big fan of premiums. the needy passengers are looted. but how about premiumizing hill railways? one has no choice but to take a train if he wants to go from howrah to chennai, but wil hill railways its always a pleasure trip. tourists may be willing to pay more as they have gone for enjoyment plus all the things for tourists are already over priced. they cant plan too much in advance so all criterias fit well. plus if price is too high, one can always take roadways from kalka to simla but you cant from pune to nizamuddin...

That's quite a logical thing you said. People taking premiums would mostly be the ones in dire need of it, and ones with no other option. While people going to hill stations are usually very well off and can afford to pay premium fares, if they can afford to pay for leisure trips.
