Is it true that from August 15 we will have the option to choose the coach and seat number when we book a ticket?

Just trying to comprehend what that means "Is it true that from August 15 we will have the option to choose the coach and seat number when we book a ticket?"
So......what's the popular opinion then from a neutral's point of view as far as the most popular berth goes??? I know....for R.F'ing the best place is a 'Side Lower' but i guess there are a lotta people who just wanna travel opting for 'Upper Berth'.
